Would somewhere besides Canada be better?

I was thinking mabye somewhere besides canada would be better because I think their tax rules regarding residency might make that option a poor one. Some countries may have better tax policies as far as short term residency goes...

Also, mabye neteller has different policies for different countries....where might be the easist to get your account switiched over? Anybody have any insight here?

I know someone in Costa Rica who's been trying to get her recently established account certified, and they are really jerking her around. She sent them her ID and a copy of a utility bill and her account has been on hold for the last week. I get a strong feeling that anyone who tries to establish a foreign address for their currently U.S. account will go through a lot of bullshit for nothing. I'm almost positive Neteller will not allow you to change it, and I've been right about almost everything in this disaster so far.
